Here is a summary of what the Cat Management Framework for you.
Current Pet Cat Owners
Cats are now legal in HDBs! You are allowed to keep all your existing cats if your license them between 1 Sep 2024 to 31 Aug 2026.
Pet cat licensing will be available from 1 September 2024 with a two year transition period till 1 September 2026.
Each Pet Cat Owner will need to
(a) Microchip your cats – it does not matter how many you have now as long as you can care for their health and welfare and do not cause disamenities
(b) Complete at free online course
(c) License your cats through the AVS portal – the licensing fee is waived for all sterilised cats for their lifetime, but will be $90/cat/year for unsterilised cats from 1 September 2026.
(d) Adhere to the licensing conditions which includes keeping your cats strictly and safely indoors.
From 1 September 2026 onwards,
(a) If your cat is already sterilised and licensed – nothing further to be done
(b) If your cat is not sterilised and licensed – you will need to pay $90/cat/year for the licensing fee
(c) If your cat is not licensed – get it done!! It will be an offence to keep unlicensed pet cats.
Future Pet Cat Owners
If you are adding a cat to your family after 1 September 2026, you will only be allowed to have 2 cats if you live in an HDB or 3 in a private premise. You must (a) Microchip your cat, (b) complete a free online course, (c) apply for a license to keep the cats, (d) pay the licensing fee and (e) comply with cat keeping rules like keeping your cats safely and strictly indoors.
Fosters
Fosters play an incredibly important role in our cat ecology. They have opened their homes and hearts to care for cats to find them forever homes, receive medical care or sometimes to live out the rest of their lives in safety and comfort.
All fostered cats must be microchipped as a start. CWS is currently working with AVS and other stakeholders to develop a set of guidelines that will supplement the cat management framework. This will be announced in due time.
